First, let me apologize for my initial reaction. I was, perhaps, a little hasty and inconsiderate. It appears you are certainly well-meaning and are doing the best with what you have to work with, and in a no-win situation,that's admirable. It has long been my opinion that poverty, despite our best and noblest attempts, will always exist no matter what we do to eradicate it, and people like yourself, who are really doing something about it deserve a great deal of respect.
That said, I can only react with astonishment at the conditions that exist in these countries, Tell me, who (as if I didn't already know) benefits from the outrageous real estate racket in these locales? Are these land prices fixed by the government, or by private interests?
