The 2D drawing program included in "AppleWorks" is simple, but very good as far it goes. It comes with every Mac (has for years) and would be just fine for simple 2D home design projects.
Add some clip art for furniture, appliance, and plant symbols (or draw your own, which is really pretty quick) and you're off and running.
Save your plans in PICT format and open them into DesignWorkshop Lite to jump-start the modeling process, when you're ready for a 3D walkthrough.
2D and 3D all for free. It's a new millenium!
